Norah Carlos
Senior Associate
Norah Carlos is a passionate advocate curious about the intersection of science, communication, and policy. As a senior associate, Norah serves as a project manager for multiple clients, supporting strategic planning, advocacy coordination, and identification of federal funding opportunities. Norah leads and organizes client fly-ins to Capitol Hill, maintains key Congressional relationships, facilitates stakeholder lobbying meetings, and provides guidance in materials preparation. Along with the other members of the High Street team, Norah helps her clients develop policy recommendations, draft legislative language, monitor committee hearings, track legislation, and submit appropriations requests.
Prior to working at High Street, Norah worked in the environmental nonprofit sector focusing on environmental education and communications for eight years at the Chesapeake Bay Foundation. Through her nonprofit work, she built and fostered coalitions and partnerships with community leaders, organizations, state agencies, and government offices. Her work experience includes professional and academic studies in watershed management, water quality issues, and fisheries policy.
Norah received a B.S. in Environmental Studies and a Minor in Political Science from the University of Vermont and holds a M.S. in Environmental Science & Policy from Johns Hopkins University in Baltimore, Maryland. She lives in Richmond, Virginia with her dog, Minnow, where they enjoy spending time on the James River and the Chesapeake Bay.
